Yes. Sometimes the voices in the cut scenes will get super quiet, almost to the point of being completely muted. I can hear the NPCs in the open world fine, though (I think). Closing and restarting the game seems to be the only thing that fixes it. This has happened to me since day 1 (legit copy through Uplay).

The ingame FOV will reset back to 55 whenever the player goes through a cutscene, captures a tower, or uses the grappling hook. So far the only solution people have found is to restart
