Then I went to Options -> Control -> Advanced and increased Gain to 150 . Then I start to feel FFB a little when I start.

It should have some resistance as you turn while stationary and maybe push back a little after letting go, but it's not going to fully center, because that's not how cars work. Looks like things may be a little wonky though, since it seems you don't have much for resistance turning the
